ASSISTANT FINANCE DIRECTOR
Pay Grade: E4                                                           Dept: Finance
Exempt:  Yes                                                            Reports to: Finance Director
Hours: 40 per week                                                      Date January 2010

SUMMARY:   This position performs administrative and professional work in accounting, auditing, revenue administration, tax and fee collection, purchasing and other financial activities.  Responsible for the direct daily supervision of Customer Service and the Accounting Divisions, encompassing accounts payable, purchasing, grant administration, asset accounting, enterprise accounting, budget preparation, cash management and all other governmental accounting as it relates to the City.  Work is performed under the general supervision of the Finance Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:  

  • Supervises customer service, accounts payable, payroll, and accounting.
  • Operates computers and other office equipment.
  • Coordinates accounting software issues.
  • Supervises and monitors accounting records to ensure accuracy.
  • Prepares quarterly and annual financial reports and assists in preparing the annual budget.
  • Assists independent auditors by providing needed information for the completion of the annual audit.
  • Consults with and reviews the work of subordinates.
  • Develops alternatives and changes in existing procedures and methods.
  • Prepares analyses and reports on matters requested by the Finance Director.
  • Performs specialized projects as assigned by the Finance Director
  • Acts as head of the department in the absence of the Finance Director.
  • Reconciles monthly bank statements.

EDUCATION/EXPERIENCE:  Graduation from an accredited college or university, with a major in accounting is required, CPA strongly preferred. Progressive experience in organizational financial planning and administration, preferably in local government environment is required. A CPA or Master’s degree in appropriate field may substitute for some job experience. Some responsible supervisory experience is required.

LANGUAGE SKILLS:  The applicant must have the ability to communicate effectively verbally and in writing.  The applicant must have the ability to establish and maintain effective working relationships with employees, governmental officials and the public.
REASONING ABILITLY:  The applicant must demonstrate the ability to plan, organize, and direct people and other resources.  Independent judgment is exercised in the performance of specifically assigned responsibilities.

OTHER SKILLS AND ABILITIES:

  • Thorough knowledge of the methods used in keeping governmental fiscal accounts and records of office terminology, procedures, routine, and equipment.
  • Good knowledge of modern governmental accounting practices.
  • Ability to prepare fiscal reports.
  • Possess excellent customer service skills.
  • Ability to follow oral and written instructions.
  • Ability to get along well with others.
  • Ability to write in a clear and effective manner.  
  • Possess strong analytical and problem solving skills.
WORK ENVIRONMENT/ADA:  The employee will work inside in an office environment, performing various finance tasks.
